The Trump administration wants China included in arms control talks on extending the 2010 New START strategic arms treaty despite Beijing’s reluctance to engage in multilateral arms negotiations.

Senior administration officials on Wednesday outlined the new arms control approach by the president summarized as focusing on arms control a means to an end—and not the process itself—culminating in an agreement designed to enhance U.S. security.

Tim Morrison, White House National Security Council director for weapons of mass destruction, said the world has moved on from Cold War-style bilateral arms treaties that cover limited types of nuclear weapons and only certain ranges of missiles.

Prosecutor In Charge of Clinton Email Probe Criticizes Mueller – Washington Free Beacon – Bill Gertz

The Justice Department’s senior counterspy prosecutor who worked on both the Hillary Clinton email probe and the initial Russian election meddling probe recently criticized Special Counsel Robert Mueller for not completing his team’s investigation.

David H. Laufman, until recently chief of the counterintelligence and export control section of the Justice Department national security division, also defended the government prosecution of leakers, including the recent case of an anti-American former intelligence contractor who provided a top-secret document to a news outlet.

“I can’t substitute my judgement for that of Mueller’s team,” he said. “And I had to hand off my chapter of that [investigation] early on and so I’m not going to stand here and tell you whether I think the evidence does or doesn’t warrant actual charges. But I do think it was wrong of the special counsel’s office not to make the charging decision on obstruction—up or down.”

 Pompeo: U.S. Will Defend Philippines in S. China Sea – Washington Free Beacon – Bill Gertz

Secretary of State Mike Pompeo announced a new policy on the South China Sea last week declaring the United States will defend the Philippines from an attack by China over a years-long island dispute.

The policy shift was announced by Pompeo in Manila on Friday. The secretary told reporters China’s island-building threatened both U.S. and Philippine sovereignty, security, and economic livelihood.

“As the South China Sea is part of the Pacific, any armed attack on Philippine forces, aircraft, or public vessels in the South China Sea will trigger mutual defense obligations under Article 4 of our Mutual Defense Treaty,” Pompeo said after a meeting with Philippines Foreign Affairs Secretary Teodoro Locsin.

New Senate Foreign Relations Chair to Focus on China – Washington Free Beacon – Bill Gertz

China’s technology theft and other unfair economic practices are one of several targets of activity for the new chairman of the Senate Foreign Relations Committee.

Sen. Jim Risch (R., Idaho) took over the powerful foreign policy committee this month and said in an interview the panel plans to hold a hearing next month to examine America’s role in the world and the challenges it faces. Those challenges include China, Russia, Iran, North Korea, and terrorism.

One priority will be moving ahead with a backlog of nominations for State Department and ambassadorial posts.
