The Trump administration wants China included in arms control talks on extending the 2010 New START strategic arms treaty despite Beijing’s reluctance to engage in multilateral arms negotiations.

Senior administration officials on Wednesday outlined the new arms control approach by the president summarized as focusing on arms control a means to an end—and not the process itself—culminating in an agreement designed to enhance U.S. security.

Tim Morrison, White House National Security Council director for weapons of mass destruction, said the world has moved on from Cold War-style bilateral arms treaties that cover limited types of nuclear weapons and only certain ranges of missiles.

The meetings in Beijing during January 30-31 between Washington, Russia, China, France and the UK apparently failed to preserve the commitment to prohibit intermediate range nuclear weapons. Washington stuck to its determination to withdraw from the historic agreement of Reagan and Gorbachev to destroy all land-based intermediate range nuclear missiles. This US withdrawal from a nuclear weapons reduction agreement follows the George W. Bush/Cheney regime’s withdrawal from the anti-ballistic missile treaty. Indeed, since the Clinton regime, every US president has produced worsening trust between the two major nuclear powers.

No good can come of this as Russia’s Deputy Foreign Minister Sergey Ryabkov said at the Beijing meeting.

Trump Surrenders to John Bolton on Russia and Arms Control | The American Conservative

Declaring that “there is a new strategic reality out there,” President Donald Trump’s hardline national security advisor John Bolton announced during a visit to Moscow earlier this week that the United States would be withdrawing from the 31-year-old Intermediate Nuclear Forces (INF) Treaty. “This was a Cold War bilateral ballistic missile-related treaty,” Bolton said, “in a multi-polar ballistic missile world.”

“It is the American position that Russia is in violation,” Bolton told reporters after a 90-minute meeting with Russian President Vladimir Putin. “Russia’s position is that they aren’t. So one has to ask how to ask the Russians to come back into compliance with something they don’t think they’re violating.”
