The Neocons' Second Front by Anne Williamson

Regarding Wolfowitz, the deployment of multi-lateral lending to imperial purpose is not an idea desperate neocons just recently stumbled on.

The neo-cons wanted to preserve both the IMF and the World Bank along with the US bilateral foreign aid infrastructure so that all would be at the ready when they returned to power.
